  • Background
    ICAO FALP/13 has approved an amendment to Annex 9 regarding the migration to ISO/IEC 39794 for biometric data encoding. Document readers and mobile apps used to scan travel documents at the border will require a software update to read both the new and current encodings.


    The Kingdom of the Netherlands intends to implement the new biometric encoding in a new passport model and would like to verify that inspection systems at the border can read biometric data (face image and fingerprints). This online questionnaire supports that verification.

    Changes in the provided test passport (compared with Dutch model 2024)

    • Data Group 2: Face biometric encoded according to ISO/IEC 39794
    • Data Group 3: Fingerprint biometric encoded according to ISO/IEC 39794
    • Data Group 11: Given names of the holder (including partner’s name), place of birth, date of birth
    • Data Group 12: Name of issuing authority, date of issue
    • Document Security Object signing algorithm: RSASSA-PSS

    • Passive Authentication: Authentication of the digital signature to confirm the chip data were written by the competent issuing authority and have not been altered.
    • Fingerprint access: In practice, EU Member States are permitted to inspect fingerprints in Dutch passports; this question is included for test purposes only.
