This is the COOPERATE newsletter with the latest information about the COOPERATE project, which during the next months (2022-2025) will define and pilot the ERA Hubs, one of the ERA policy actions defined by the Council of the European Union for the next years. Building on the vision and success stories developed within the EuroTech Universities Alliance and their R&I ecosystems, the COOPERATE partners will contribute to the future development of the ERA Hubs as a key European flagship to promote R&I ecosystems.

Line of Action 6: Governance
COOPERATE aims to facilitate the harmonisation of research practices and sharing of best practices across member states, promoting a more seamless and efficient research environment within the ERA Hubs network. To aid ecosystem players such as educational institutions, local industry, policymakers, and other stakeholders, a framework for nurturing dynamic ecosystems has been developed in the so-called ‘Playbook’.
 
In each of the upcoming newsletter one of the seven lines of action will be further elaborated with concrete tools that can be employed by an ecosystem towards the implementation of the ERA Hub framework model. This edition: Governance.




Governance
Effective governance entails forming robust partnerships between the stakeholders of the quadruple helix, encompassing academia, industry, government, and civil society. Furthermore, informed decision-making within national and local governments, along with fostering close collaboration between municipalities and businesses, is essential for the success of research and innovation endeavours. Through effective governance, partnerships can facilitate knowledge exchange, resource sharing, and the alignment of goals.

An essential aspect of effective governance is the ability to make informed decisions at the national and local government levels. Decision-makers need to be well-versed in the latest scientific and technological advancements, research priorities, and emerging trends. This knowledge empowers governments to allocate resources strategically, develop effective policies, and create an enabling environment for research and innovation. Informed decision-making ensures that investments in research and innovation yield maximum societal and economic benefits.

Recommendations for development
Governance is essential for addressing complex societal challenges and driving positive change. By implementing these recommendations, an ecosystem can foster trust, a clear vision and mission, open dialogue, a conducive legal and regulatory framework, capacity building programmes, and international cooperation. It will enable the development of sustainable strategies, align research and innovation outcomes with societal needs, and contribute to effective governance practices at the local, national, and global levels. To establish such an ecosystem, several key recommendations can be followed.

  • Enhance mechanisms for stakeholder engagement
  • Establish a conducive governance framework
  • Develop a robust policy and strategic framework
  • Foster international cooperation and partnerships
  • Invest in capacity building programmes
  • Implement effective monitoring methods and conflict resolution mechanisms

Maximizing Research and Innovation: The COOPERATE Playbook and Toolbox
In today’s fast-evolving research landscape, collaboration and knowledge-sharing are paramount to success. That’s where COOPERATE comes in—a strategic initiative designed to enhance research practices and promote seamless cooperation across member states. With a focus on supporting key ecosystem players, including educational institutions, local industries, policymakers, and other stakeholders, COOPERATE is fostering a more efficient and collaborative research environment within the #ERAHubs network. 
To further this mission, COOPERATE provides two invaluable resources: the Playbook and the Toolbox. These tools are carefully designed to guide stakeholders in making informed decisions and optimizing their research and innovation strategies. 

The COOPERATE Playbook
The Playbookacts as a comprehensive guide, offering strategic insights and frameworks to inform decision-making processes. It’s specifically tailored to assist ecosystem players in understanding the most effective ways to approach challenges, maximize opportunities, and align with global best practices in research and innovation. Whether you're working within academia, industry, or government, the Playbook provides the foundation for sustainable growth and innovation. 

The COOPERATE Toolbox
In addition to the Playbook, the Toolbox is designed to offer practical, hands-on tools that ecosystem players can immediately apply to enhance their research and innovation capabilities. The Toolbox includes a variety of resources, templates, and frameworks that can be customized to meet the specific needs of different research ecosystems. By leveraging these tools, organizations can address their unique challenges and build stronger, more effective collaborations that drive progress. 
Together, the Playbook and Toolbox aim to create a more harmonized and efficient research environment, encouraging collaboration among diverse stakeholders to boost innovation and regional development. As we continue to work toward a more interconnected research ecosystem, these resources are crucial to supporting the growth of the #ERAHubs network.

ERA Hub Definition Finalized  
In January the COOPERATE consortium convened in Genoa, at STAM S.r.l. for the 5th General Assembly. Another round of fruitful discussions about ERA Hubs and ecosystem development. Amongst others, during the GA we spoke about the second piloting phase, whitebook on Policy Recommendations and the communication and outreach strategy. 
One of the key outcomes of the COOPERATE General Assembly in Genoa the consolidation of the ERA Hub definition: 

ERA Hub is an ecosystem of quadruple helix actors led by universities aiming at improving knowlegde valorisation within their region.

This definition is the result of a series of co-creation sessions with the Co-Design Task Force and our project’s first piloting phase.


 
What does it take for a region to become a global innovation powerhouse?
LIn the search for the secrets behind thriving ecosystems, Marcel Bogers explores the key ingredients that turn places like Brainport Eindhoven into leading hubs of technology and innovation.
