Je krijgt deze nieuwsbrief omdat je betrokken bent bij het onderzoeksproject STURDI-Water. We willen je hiermee op de hoogte houden van de ontwikkelingen binnen het project. De nieuwsbrief verschijnt een paar keer per jaar. Wil je deze niet (meer) ontvangen? Laat dat even weten via een mail naar sturdiwater@hz.nl. De aftrap
Op 10 oktober vond de aftrap plaats van STURDI-Water bij HZ University of Applied Sciences in Vlissingen. Er was een mooie opkomst van alle deelnemers. Dat werd door iedereen erg gewaardeerd. ’s Morgens kregen we wat meer inzicht in het programma van NWO en hebben we meer gehoord over de inhoud van de werkpakketten. De gebruikerscommissie van acht personen werd voorgesteld als klankbordgroep voor het verloop op inhoud.
Na de lunch gingen we ’s middags aan de slag om in kaart te brengen wat we al dan niet waarderen aan de netwerken waarin we opereren. Dat bleek een verhelderende exercitie, waarvan we de resultaten mee willen nemen bij de inrichting van onze bijeenkomsten en workshops. We hebben de belangrijkste punten ingedeeld in categorieën en ondanks de verschillende groepen, ontstond er een vrij eenduidig beeld:
- Het netwerk/de bijeenkomst/de workshop heeft baat bij duidelijke communicatie(lijnen), een duidelijke structuur en organisatie
- De bijeenkomst moet een helder doel hebben en resultaatgericht zijn. Er is oog voor verschillende belangen, ruimte voor discussie, voor uitwisseling van kennis en ervaringen
- Onderling vertrouwen en betrokkenheid van de deelnemers is daarbij noodzakelijk.

Het vervolg
STURDI-Water kenmerkt zich door vrij veel interacties met workshops. Dat is nodig, omdat opschaling gepaard gaat met veel afstemming en het goed begrijpen van elkaar.
Volgend jaar staan er drie workshops gepland: twee voor WP2 rondom governance en één van WP3 om de niet-economische waarde(n) van water helder te krijgen. Die laatste workshop gaat ons verder helpen elkaars perspectieven beter te begrijpen en mee te wegen én een gemeenschappelijke taal te spreken. Deze is dan ook zeer aanbevolen. Tussendoor zijn er momenten om af te stemmen tussen werkpakketten en met de stakeholders. We zijn ook bezig om een website in te richten met de bedoeling het project zichtbaar te maken en om de verzamelde kennis te delen. De nieuwsbrieven zijn daar ook te vinden.

Er is een logo voor het project STURDI-Water.
Binnenkort komen er Powerpoint-templates beschikbaar, die gebruikt kunnen worden voor presentaties. Hiermee is de communicatie professioneel en consistent.

Highlights van de afgelopen periode
Werkpakket 1: Legal and policy implementation pathways
De belangrijkste highlight van de afgelopen periode is dat het WP1-team inmiddels compleet is. Naast de bij het projectvoorstel betrokken personen (Herman Kasper, Paul, Peter, Marleen) zijn een HVHL-onderzoeker en een PhD-kandidaat aangesteld. De PhD-kandidaat start, in verband met de afronding en overdracht van andere werkzaamheden, officieel per 1 september 2025. Voor die datum neemt ze al wel deel aan geplande projectbijeenkomsten. Ze stelt zichzelf op een gepaste gelegenheid voor aan het consortium. We houden de naam nu nog even geheim.
Werkpakket 2: Governing water banks: design, diffusion and evaluation
Flavia Simona Cosoveanu (HZ-onderzoeker en PhD-kandidaat bij WUR) presenteerde haar bevindingen over de governance van het watersysteem in Zeeuws-Vlaanderen op de Governing Sustainability Transformation Conference (16 tot 18 oktober 2024, Wageningen). De titel van het artikel is: ‘Collaborative dynamics for transformative water change: the case study of Zeeuws Vlaanderen, The Netherlands’. De paper is geschreven door Flavia (HZ) in samenwerking met Dave Huitema, Kirsty Holstead (WUR) en Jean-Marie Buijs (HZ) als onderdeel van het Aqua Connect-project. De resultaten van het onderzoek in Aqua Connect bevat belangrijke vertrekpunten voor WP2 in STURDI-Water. Het doel is de paper komend jaar in een wetenschappelijk journal te publiceren.
Engelstalig abstract
The availability of freshwater is as one the pressing climate change hazards in coastal systems. The adaptation of coastal systems requires a transformative change in water governance. In the context of the water management, transformative change make the water system more resilient and sustainable. However, the debate about what transformative change is and how it happens in practice it is still in its infancy. Scholars argue that collaborative governance and experimentation drives to transformative change. Experimental initiatives bring together a variety of stakeholders resulting in the development of collaborative capacity. Moreover, their results could induce small changes which accumulate over time facilitating transformative changes. This study aims to respond the following main research questions: How collaborative governance drive transformative change in the Zeeuws Vlaanderen water system?
We will answer the main research question by asking
1) what collaborative actions are needed,
2) what and how collaborative dynamics drive transformative change and
3) what role plays experimentation in this process?
We use a case study approach where an existing collaborative actors network (formed by governmental authorities, industry, drinking water, nature and agriculture) faces limited freshwater availability in Zeeuws Vlaanderen region of the Netherlands. The data collection was gathered by desk research, workshops, interviews and observations and analyzed in a qualitative way using the collaborative framework of Emerson et al. (2012).
Three collaborative actions were proposed for a resilient water system:
1) model-driven data management model;
2) regional water loket and
3) industrial symbiosis.
To implement these actions or others, collaborative elements such as mutual understanding, trust & commitment and leadership, are considered essential. Moreover, experimental initiatives are perceived as appropriate means in the short term to develop a resilient water system in the long term.
Werkpakket 3 (WP3 – A values-based water bank; steps towards validation and realisation)
Binnen WP3 zijn we druk bezig geweest met de voorbereiding van de workshop in maart 2025. We zijn ook bezig met het vastleggen van succesverhalen rondom samenwerking met betrekking tot zoetwaterinitiatieven uit het verleden en wat we hieruit kunnen leren als het gaat om samenwerking vanuit een waardenperspectief.
Vooruitblik naar de komende activiteiten
Werkpakket 1: In de komende periode wordt gewerkt aan kennismaking, afstemming binnen het werkpakket en met andere werkpakketten. En, de nadere uitwerking en aanscherping van de vragen en taken in het werkpakket. Er zijn nog geen concrete uitvoeringswerkzaamheden voorzien.
Werkpakket 2: De eerste workshop van WP2 vindt plaats op 9 januari 2025 bij de HZ in Vlissingen. De title is ‘Bridging Aqua Connect and STURDI-Water: Lessons learned and institutional design criteria”. We presenteren de geleerde lessen uit Aqua Connect op gebied van governance. Op basis van bovenstaande paper wordt een beleidsnotitie uitgewerkt, waarin uitdagingen voor een robuust watersysteem op basis van criteria voor succesvolle samenwerking worden besproken (zoals gedeelde interesse, wederzijds begrip, vertrouwen, leiderschap, leren van experimenten). Vervolgens willen we in de workshop institutionele criteria bediscussiëren om deze uitdagingen in de toekomst aan te pakken. We kijken daarbij zowel naar de rol en werkwijze van publieke, private en maatschappelijke actoren, en de onderlinge interacties tussen deze partijen. Indien mogelijk kijken we hierbij naar de casus Zeeuws-Vlaanderen en die van Schouwen-Duiveland.
Werkpakket 3: We zijn bezig met de workshopvoorbereidingen voor maart 2025 en beginnen met de inventarisatie van waardes binnen het watersysteem. We hopen in maart met zijn allen een validatie hiervan te kunnen maken, zodat we klaar zijn voor de volgende onderzoeksstappen.

The Kickoff
On October 10, the kickoff of STURDI-Water took place at HZ University of Applied Sciences in Vlissingen. There was a great turnout of all participants, which was highly appreciated by everyone.
In the morning, we gained more insight into the NWO program and learned more about the contents of the work packages. The eight-member user committee was introduced as a sounding board group for content-related progress.
In the afternoon, after lunch, we worked on identifying what we value—or do not value—about the networks we operate in. This proved to be an enlightening exercise, the results of which we plan to incorporate into the design of our meetings and workshops. We categorized the key points, and despite the diverse groups, a fairly consistent picture emerged:
- The network/meeting/workshop benefits from clear communication (lines), a clear structure, and good organization.
- Meetings should have a clear goal and be results-oriented, with attention to different interests, space for discussion, and opportunities for sharing knowledge and experiences.
- Mutual trust and participant engagement are essential.

Next Steps
STURDI-Water is characterized by significant interaction through workshops. This is necessary because scaling up involves substantial coordination and mutual understanding.
Three workshops are planned for next year:
- Two for WP2 on governance.
- One for WP3 to clarify the non-economic value(s) of water.
The latter workshop will help us better understand and consider each other's perspectives while fostering a shared language. This workshop is highly recommended.
In between, there will be moments to coordinate between work packages and stakeholders. We are also working on setting up a website to increase the project's visibility and share the knowledge we gather. The newsletters will also be available there. |

Highlights from the Past Period
Work Package 1: Legal and Policy Implementation Pathways
The main highlight for this period is that the WP1 team is now complete. In addition to the individuals involved in the project proposal (Herman Kasper, Paul, Peter, and Marleen), an HVHL researcher and a PhD candidate have joined the team. The PhD candidate will officially start on September 1, 2025, after completing and transitioning from other commitments. However, she will participate in scheduled project meetings before that date and will formally introduce herself to the consortium at an appropriate opportunity. For now, her name will remain confidential.
Work Package 2: Governing Water Banks: Design, Diffusion, and Evaluation
Flavia Simona Cosoveanu (HZ researcher and PhD candidate at WUR) presented her findings on the governance of the water system in Zeeuws-Vlaanderen at the Governing Sustainability Transformation Conference (October 16–18, 2024, Wageningen). The article, titled "Collaborative Dynamics for Transformative Water Change: The Case Study of Zeeuws-Vlaanderen, The Netherlands," was written by Flavia (HZ) in collaboration with Dave Huitema, Kirsty Holstead (WUR), and Jean-Marie Buijs (HZ) as part of the Aqua Connect project.
The research results from Aqua Connect provide significant starting points for WP2 in STURDI-Water. The aim is to publish the paper in a scientific journal next year.

Work Package 3 (WP3): A Values-Based Water Bank – Steps Toward Validation and Realization
WP3 has been actively preparing for the workshop scheduled for March 2025. Additionally, we are documenting success stories of past freshwater initiatives, analyzing them from a values-based perspective to extract lessons about collaboration.
Looking Ahead
Work Package 1:
In the coming period, efforts will focus on introductions, coordination within WP1 and with other work packages, and refining the research questions and tasks. No specific implementation activities are planned yet.
Work Package 2:
The first WP2 workshop will take place on January 9, 2025, at HZ in Vlissingen. The workshop, titled "Bridging Aqua Connect and STURDI-Water: Lessons Learned and Institutional Design Criteria," will present governance lessons from Aqua Connect. Based on the above-mentioned paper, a policy brief will be developed, discussing challenges for a robust water system using criteria for successful collaboration (e.g., shared interests, mutual understanding, trust, leadership, and learning from experiments).
The workshop will discuss institutional criteria to address these challenges, considering the roles and interactions of public, private, and societal actors. Case studies from Zeeuws-Vlaanderen and possibly Schouwen-Duiveland will be explored.
Work Package 3:
Preparations for the March 2025 workshop continue, including an inventory of values within the water system. The aim is to validate this inventory collectively in March, setting the stage for subsequent research steps.
