Abstract
Value creation through Urban Data Platforms by dr. Samaneh Bagheri
In the context of smart cities, digital transformation has received increasing attention from practitioners and academics. The data-centric nature of this transformations highlights the essential role of urban data platforms (UDPs) to manage large and heterogeneous urban data sets and to facilitate interaction among data providers and users in a city ecosystem. To realize value creation within city ecosystems through UDPs, a comprehensive understanding of the key UDPs dimensions and their relationship with value creation are required. For this purpose, we first identify key UDP dimensions through a literature review. Second, by exploring and discussing their relationships with an expert panel, we develop a framework for understanding value creation through UDPs. The proposed framework can help city policymakers and business developers for better decision making and value creation in the context of UDPs.
About the speakers: dr. Samaneh Bagheri
Samaneh Bagheri is a Postdoctoral Researcher at the Department of Technology and Operations Management of Erasmus University Rotterdam. In this role, she researches the topic “Urban Data Platforms" largely in the framework of the Horizon 2020 project RUGGEDISED and in collaboration with the Erasmus Centre for Data Analytics, the Kenniswerkplaats Urban Big Data, and the municipality of Rotterdam.

Abstract
Image Recognition, Policy and Society
by dr. Kevin Pijpers
Technology and data have become embedded in public organizations and have shaped the way business processes function and the effects they have. However, the way technology, data and information do so remain a black box in some respects. In the proposed research we aim to open this black box and give meaning to the way technology deals with problems, opportunities and alternatives in the public policy making process. We aim to do so with the municipality of Rotterdam. In our research case we find that the municipality is exploring the issue of image recognition as a solution for a large number of policy problems. At this point it is not clear for which purposes image recognition can be used and what the potential challenges or opportunities are per possible solution. The focus of the research will to be to explore these challenges and opportunities within, and possibly outside, of several departments within the municipality. Conceptually we find that image recognition is a solution, however, the problems are not defined yet, just as the opportunity stream. The goal of the research is to see how, when and under which conditions the streams can meet, providing a window of opportunity for public policy making using image recognition.
About the speakers: dr. Kevin Pijpers
Kevin Pijpers is postdoctoral researcher at the Department of Public Administration at Erasmus University Rotterdam. He is currently working on the project ‘Image Recognition, Policy, and Society’ in collaboration with the Kenniswerkplaats Urban Big Data and the municipality of Rotterdam. A multidisciplinary at heart, his research interests include public administration, (continental) philosophy, organization studies, and science, technology and society studies (STS).
